Grants to USA and territories states, groups of states, agencies, nonprofits, and institutions of higher education for large scale projects to conserve and restore wildlife and fish habitats. Applicants must submit an initial proposal prior to applying. Grant proposals must address regional or national level funding priorities of state fish and wildlife agencies.

The primary goal of both programs is to fund projects that address regional or national priority needs of the State fish and wildlife agencies (States) and their partners that are beyond the scope and capabilities of a single State. Eligible grant proposals are reviewed by the Association’s National Grants Committee (NGC) with the assistance of one or more technical committees. Proposals must address eligible activities in one or more of the Association’s selected Strategic Priorities to be considered. Strategic Conservation Priorities are developed annually by the Association, and are used to guide proposal development and grant selection for the program.

Projects awarded under T-MSCGP may use the funds for sport fisheries and wildlife management and research projects, boating access development, hunter safety and education, aquatic education, aquatic R3 programs, fish and wildlife habitat improvements, and other purposes consistent with the enabling legislation. 

Grants awarded under the M-MSCGP can only use the funds for hunter recruitment and recreational shooter recruitment programs, including related communication and outreach activities.  An applicant’s Initial Proposal must address at least one of the current MSCGP Strategic Priorities (See Attachment in Supporting Documents below for details).

Additional Eligibility Criteria:

Applicant Eligibility: The following entities may receive a Multistate Conservation Grant:

- A state, a state instrumentality such as a state university, or a group of states;
- The U.S. Fish & Wildlife Service, to carry out the National Survey of Fishing, Hunting, and Wildlife-Associated Recreation; and
- Non-Profit organizations
- Private or Public institutions of higher education.

State Benefit Requirement: Projects must benefit:

- At least 26 States,
- A majority (over 50%) of the States in a U.S. Fish & Wildlife Service Region
- A majority (over 50%) of States in a Regional Association of State Fish and Wildlife Agencies (WAFWA, MAFWA, NEAFWA, SEAFWA).

Pre-Application Information:


1. By late May, 2020 the Service will post the NOFO and the Association and the Service solicits Initial Proposals.
2. By June 12th, 2020 Initial Proposals are due to the Association and relevant subcommittees begin their review.
3. By July 17th, 2020 the Association invites high ranking applicants to submit Final Proposals.
4. By August 7th, 2020 Final Proposals must be submitted through and provided to the Association through
5. During August, 2020 the Association’s National Grants Committee reviews proposals and make recommendations to State Directors.
6. In September 2020 the State Directors approve the Priority List.
7. By October 1, 2020 the Association forwards the Priority List of projects recommended
for funding to the Service.
8. By January 2021 the Service will award the grants from the Priority List and subsequently publish the list in the Federal Register. The Service can only award projects that appear on the Priority List.
