Grants to Connecticut government agencies and nonprofit organizations for programs and projects that address community development needs in eligible locations. Funding is intended to serve low- and moderate-income residents, support capital and physical improvements in low- and moderate-income areas, prevent and eliminate slum and blight, and meet urgent needs. Eligible programs may serve residents of any town, however, CDBG funds can only be used to serve Manchester residents.

Eligible Activities:

CDBG funds can be used for activities that include (but are not limited to):

  • Acquisition of real property;
  • Disposition of property acquired with CDBG funds;
  • Public facilities and improvements;
  • Clearance activities (demolition and removal of substandard hazardous structures); 
  • Public service (such as child care, health services, job training, counseling, etc);
  • Relocation;
  • Housing services;
  • Homeownership assistance;
  • Housing rehabilitation;
  • Historic preservation;
  • Lead-based paint evaluation and reduction;
  • Economic development activities;
  • Neighborhood revitalization; and
  • Energy conservation projects

- Other Government Agency

Ineligible Activities:
In general, any activity that is not authorized on the list of eligible activities or specified in the regulations is not eligible for CDBG funding. The following list highlights activities that typically cannot be paid for with CDBG monies:
- Buildings used for the general conduct of the government;
- General government expenses;
- Political activities
- Purchase of equipment, including construction equipment, fixtures, motor vehicles, furnishings, and other personal property (unless part of a public service or grant administrative expenses);
- Operating and maintenance expenses; and
Income payments for subsistence (food, clothing and shelter)

Pre-Application Information:

Applications submitted before the deadline (Wednesday, April 14th at 4:30pm) will be considered for the upcoming funding period that begins October 1, 2021.

All recipients of federal funds are required to have a DUNS # and register in the SAM database. Information on how to register for each (or to make sure your registration is current) is available in Supporting Documents below.
