Grant to a USA nonprofit organization or institution of higher education for research related to infectious diseases. Funding is intended for studies that explore effective wastewater sampling network designs that allow for early detection and offer evidence of the spread of infection from national to local levels in a form that can be readily used by public health agencies to address current and future epidemics/pandemics.

Wastewater sampling has been widely deployed during the COVID-19 pandemic as a cost-effective, screening-level approach to assess infection levels in the community. In addition to improved analytical detection methods and understanding of pathogen fate and transport in sewer systems, advancing wastewater-based monitoring will require well-designed sampling networks and public health data integration approaches.

The proposal seeks research to inform wastewater monitoring sampling designs rather than standardization of methods. However, evaluation of proposed designs using existing data collected during the pandemic is strongly encouraged. This evaluation should include the following considerations:

  1. Use of established data collection methods while acknowledging limitations of data reported,
  2. Use of standardized approaches for analyzing COVID-19 data, and
  3. Understanding and reporting limitations of forecast models for COVID-19 using wastewater surveillance, including factors affecting SARS-CoV-2 in wastewater independent of infection rates (e.g., stormwater inflows in combined sewers, extended residence time and greater decay, industrial inputs caused by dilution, decay, and inhibition).

According to the CDC, the development of a wastewater surveillance sampling monitoring strategy should include:

  1. An assessment of public health data needs, such as detecting the presence of the pathogen and monitoring trends, including reported and unreported cases;
  2. Evaluating wastewater sampling and testing capacity; and
  3. Developing a sampling plan, including what and where to sample and how often to take samples.

Public and private nonprofit institutions and public and private universities and colleges located in the United States and its territories or possessions are eligible.

Foreign entities, States, the District of Columbia, State and local government departments, territories, possessions, and Federally Recognized Indian Tribal Governments of the U.S., are not eligible to apply under this Request for Applications (RFA). Profit-making firms and individuals are not eligible to receive assistance agreements from the EPA under this program.

The deadline to apply on Grants.gov is December 15, 2021, by 11:59 PM Eastern Time.

If your organization is not currently registered with Grants.gov, you need to allow approximately one month to complete the registration process. Please note that the registration process also requires that your organization have a DUNS number and current registration with the System for Award Management (SAM) and the process of obtaining both could take a month or more.

Cost-sharing is required. Applications with budgets including a federal contribution exceeding the total maximum federal award limit will not be considered. Each applicant must contribute a minimum non-federal cost share/match of 25% of the federal funds awarded. This is equivalent to a minimum of 20% of the total project costs. Cost-share may include in-kind contributions.

Applications submitted under this announcement shall include a Scientific Data Management Plan (SDMP) that addresses public access to EPA-funded scientific research data.
