Members of the Building Committee, including the Library Director, must attend at least one construction grant information session offered by the State Library."

This program provides grants for public library construction projects that:

  • create usable space (known as Category #1 grants)
  • improve existing space (known as Category #2 grants)

State Library Construction Grant Program was established by state statute to provide grants to public libraries using State Bond funds. The amount of funds available is determined by the legislature during the budget process.

Two types of grants:

  • Category 1 grants are for projects that create usable space, such as new buildings, additions, and major alterations.
  • Category 2 grants are for projects that improve existing space such as improving accessibility, correcting building and fire code violations, emergency preparedness, remodeling, and energy conservation. You may combine projects in one application (example: remodeling and energy conservation).

Eligible Costs:

  • Construction of new buildings, expansion, remodeling and alterations.
  • Emergency prep costs
  • Bond issue costs, expenses related to acquiring land or acquiring a building for the project, site grading and improvement of land, demolition, equipment, furniture, and rent of temporary facility.
  • Maintenance and repair of existing buildings (distressed municipalities only)

Compliance with Americans with Disabilities Act (ADA) is most important and has priority in the awarding of grants.

Grants for libraries in the 25 distressed communities (as determined by the Department of Economic and Community Development each year) are eligible for maintenance projects and are given some grant priority.

Estimated Size of Grant:

The grant is one-half (1/2) of the total cost of the project. The maximum grant for new buildings, additions, expansions, and major alteration projects is $1,000,000. The maximum grant for accessibility, code compliance, emergency preparedness, remodeling, energy conservation, and maintenance (distressed municipalities) projects is $250,000. The minimum grant is $30,000, with a total project cost of $60,000.

Term of Contract:

Project must start within 18 months of Bond Commission approval (extension possible) and be completed within 5 years of signing grant contract.

Additional Eligibility Criteria:

All public libraries in the state of Connecticut. Preference given to libraries in distressed municipalities and to principal public libraries.

Ineligible Costs:
-Costs for contracts signed prior to submitting grant application.
-Equipment and furnishing over 25% of project cost (Category 1 only), library materials, computers, fundraising costs, bond interest and costs, cost for space not used for library services, library staff salaries, town-wide study costs, lease of facilities, moving of non-library facilities and off-site town improvements.
-Fees or services in excess of $10,000 that have not been competitively bid.

Matching funds must be achieved within:
-3 years of grant award for Category 1 grants
-1 year for Category 2 grants
